Fire and Life Safety (FLSD) Director is required in any commercial building requiring Comprehensive Fire Safety and Emergency Action Plan or the buildings previously requiring Fire Safety Directors. In general, any building classified as a high-rise office building, hotel or buildings that have voluntarily installed fire alarm systems with two-way voice communication systems must have a Fire and Life Safety Director on premises during regular business hours.
The Fire Life Safety Director and Deputy Fire Life Safety Director must hold a valid Certificate of Fitness and is responsible to implement the FDNY plan (e.g. Comprehensive Fire Safety and Emergency Action Plan or Fire Safety and Evacuation Plan), to conduct FLSD staff training, fire and non-fire emergency drills and other duties indicated in the Fire Code and Fire Rule.
This Certificate of Fitness is valid only at a specific location and for the specific person to whom it is issued.
This course provides an understanding of fire protection systems including wet, dry, and pre-action sprinkler and standpipe systems; fire pump, fire command station life safety consider.
The responsibilities of the Fire Safety Director to make sure that all Fire Safety Regulations are obeyed on the premises. He must develop and implement fire prevention and fire protection programs to ensure that all fire safety regulations are obeyed.
Responsibilities and Duties:
•In case of a fire emergency the Fire safety director must activate the fire alarm and notify the fire department.
•The Fire safety director should also send a runner to activate the street fire alarm box.
•When the street fire alarm box is activated the runner must wait at the box until the fire fighting units arrive.
•Then the runner must direct the fire fighters to the scene.
•The Fire safety director must make sure that he and his subordinates know how to activate each of the fire alarm stations on the premises.
•The Fire Safety Director must make sure that all exits, hallways, and staircases are kept free of obstruction at all times. An exit aisle at least three feet wide is required in each of these locations. This aisle is necessary to permit occupants to quickly exit the premises in case of an emergency.

Fire Safety Director Qualification Criteria Required by The New York City Fire Department – Bureau of Fire Prevention Public Education and Certification
(1) Training courses
All FLSD Director candidates must complete the 31-hour Fire Life Safety Director training course before taking the two (fire and non-fire) FDNY computer based exams.
The 31-hour FLS Director training courses shall include TWO major components: (1) General Topic and Fire Emergency course (20 hours); and (2) Non-Fire Emergencies EAP course and ASMEP course (11 hours). New candidates may take two components separately; however, the second course should be completed within 3 months from the date listed on the first course diploma. Candidates must attend all training classes to be eligible to take the required training course’s final examinations for two sections. School Graduation Diploma will be issued after the candidates obtain a passing score of 70% for each final exam. Candidates shall be allowed two (2) opportunities to pass each exam. Candidates who fail the final examination on the second attempt shall be required to re-attend the course in its entirety. The Graduation Diploma is valid for 9 MONTHS in order to take the FDNY Fire component computer based exam.
(2) Computer based exams
Within 9 months of successfully completing the FLSD Director training course, candidates must pass the first FLSD Director computer based exam, Fire component, administered by the FDNY. Within nine 9 months of passing the fire component of the FLSD Director computer based examination, candidates must pass the second FLSD Director computer based exam, Non-Fire emergency Component, administered by the FDNY.
